Abstract:
Asserts that Minneapolis-St. Paul area initiatives designed to address diversification are making an experiment of multicultural citizenship, amounting to the creation of a new concept & body of citizenship from the actual residents rather than the imposition of a normative category. After reviewing the arrival of Hmong refugees to the Twin Cities area, & addressing the social conflict their presence fomented, how their empowerment & engagement enabled their transition to Hmong Americans is examined. Identified are strong ethnic mutual support & interethnic cooperation through organizational networking into a multicultural system. Attention is then given to the Hmong community's political participation & to the effort to develop democratic citizenship, using the Jane Addams School for Democracy to illustrate. D. Edelman
