The minority is a member of Chinese family which has made tremendous contributions in the construction and development of our country. To build a harmonious society, we must further implement the scientific concept of development, make progress in the prosperity and development of the cause of minority cultures, and promote all ethnic groups to work together for common prosperity and development. In the process of building a harmonious society, the minority culture is an essential part. Ethnic minority culture is the soul, the product of the gradual accumulation of social development of the minority for thousands of years, but also the power to promote the economic development of ethnic minorities continue to progress. Miao ethnic minority culture is an important part of ethnic minority culture. Hmong batik takes an important place in the Miao ethnic minority culture, and it reveals the rich cultural connotations, such as the religious beliefs, customs, aesthetic concepts the Miao ethnic minority through its unique artistry. However, with economic development, the culture of ethnic minority areas has been more and more seriously shocked by outside colures, and the loss of traditional culture has become bigger and bigger. So, how the government develops and inherits the cultural heritage of ethnic minorities under the new situation have become an urgent problem. This paper is based on a case study of the field survey on a city in Guizhou province. It probes into the status of Hmong batik culture in A City and the supports of Government. But a limited effect of the support, the over of the image engineering and the overdevelopment issues are revealed too. The paper analyses the causes of the above problems from the levels of economic, culture, law protection, and government. And the author tries to put forward her own thinking on the nurturing of concept of national cultural heritage, improving the national cultural intellectual property protection system, explicit the government responsibility of support the Batik culture and strength the government's
