Mr. Chen Hong-mou (1696-1771) was known as a honest local official & a scholar in Qing Dynasty. his thoughts on the mass of the people were mainly described as: 1. "Knowing the people," the precondition of his thoughts; 2. "For the people," the core value; 3. "Making the people well-off," the stone of his thoughts; 4. "Educating the people," the resource of it &; 5. "Reassuring the people," the most important element Those five were an organic whole so, studies on Chen's thoughts of the people standard will be of historical & realistic significance. References.
