Abstract:
The purpose of this study was to evaluate the Bilingual Vocational Training Program of St. Paul, Minnesota in terms of accomplishment of goals and objectives. Specifically, this evaluation determined whether the Vietnamese, Hmong, and Hispanics enrolled in the Minnesota Bilingual Vocational Training Program during the 1982-1983 academic year improved their English aural language skills, graduated in a vocational career, and found employment in the area of their vocational training. The Multilevel Model of Evaluation was used to delineate, summarize, and interpret data pertinent to the program as implemented during the 1982-1983 academic year. The findings of this study showed that the MNBVTP successfully accomplished its goals and objectives which were pertinent to students' growth in English aural language skills, completion of a vocational career and job placement. The major conclusion drawn from this study is the identification of the MNBVTP as a successful model for bilingual vocational training of limited English proficient individuals who wish to enter the world of work.
